The council in Torremolinos is to include a clause in its agreements and building licences for a new mega leisure park in the resort obliging the owners to finish promised improvements in the access roads, including the adjacent A-7.

British-owned Intu plans to invest 800 million euros in the site near the congress centre but is going through financial difficulties that had called the long-planned project into question.

The council says it is adding the clause out of "responsibility" and not "mistrust".
