A man who helped foreigners get NIEs and other important Spanish documents sorted on the Costa del Sol has been arrested for fraud.

National Police officers arrested the 47-year-old in Estepona for his alleged involvement in ten crimes of fraud, as well as six crimes involving false documentation and another seven for exploiting foreigners.

The man allegedly pretended to be an administrative manager ('gestor') and took advantage of foreigners who urgently needed paperwork to legally work and live in Spain, according to investigators.

Police started investigating the man in June 2023 after receiving a high number of complaints about possible fraud. The man was allegedly offering to process various procedures such as the registration and/or renewal of foreigners' identification numbers (NIEs), files at the Foreigners' Office and disability certificates, among others.

His name was passed around among groups of foreigners and by word of mouth, according to investigators. The man would negotiate with victims online, over the phone and organise meetings in public places, always insisting on payments in cash, police said.

From the moment of payment, victims received messages from the fake administrative worker saying there were delays, errors or problems in processing documents. Victims would then receive their documentation, only to realise it was fraudulent upon use.
