On Monday this week the president of the Junta de Andalucía, Juanma Moreno, signed a far-reaching agreement on social welfare financing after "complex" negotiations with regional trade union and employers' representatives.
The central part of the deal envisages allocating more than 3bn euros to strengthen primary care and GP services in Andalucía.
In total, some nine billion euros are expected to be spent, nearly half of which correspond to urgent measures to support families, workers, the self-employed and companies, and to reinforce essential public services.
These include a direct aid voucher aimed at families with children in vulnerable conditions and below the severe poverty threshold. There will also be a one-off 200-euro food voucher for families with dependent children whose income is less than three times the minimum income indicator, currently set at 600 euros per month.
Other measures include guarantees on new mortgages taken out by the under-35s and grants for small firms and the self-employed.
