Nine people were arrested on Monday in connection with a series of car thefts in San Pedro.
Sources close to the case say a group of three repeat offenders caught in the act were among those held. Police vigilance was stepped up several weeks ago after thefts increased last November and December and some arrests were made.
However judges released those arrested last year within hours of them being taken into custody and the thefts continued into this year.
Local councillor for San Pedro, Rafael Piña described the law in this case as an "obstacle" to justice.
