When the Moroccan authorities allowed a mass exodus into Spain this week, many observers we not surprised.

The North African neighbour, traditionally portrayed as a good ally, had recently expressed its unhappiness with Spain for, in its eyes, harbouring a wanted terrorist that threatened its national security.

Brahim Gali, the leader of the Polisario Front, the independence movement of disputed Western Sahara, arrived at a Rioja hospital in April from Algeria for treatment for Covid-19 under a false name.

The secret operation was revealed in days. Morocco protested about the stay to Spain and the Minister of Foreign Affairs cited "humanitarian reasons" for allowing it.
