Ministers approved the first draft of a law regarding sexual freedom and consent in Madrid on Tuesday.

The new legislation, known as the 'only yes means yes' law, would mean clear consent must be given before sex even within a marriage and tougher penalties for partners and former partners of victims, as well as clarity between the terms sexual abuse and assault. All sexual abuse involving penetration would be classed as rape.

Victims would also be eligible for state compensation to the new rules, the details of the indemnity have not been released.
