Government plans to make any physical sexual act an offence without consent

The government has said that it plans to change the law so that any physical sexual act, that isn't accompanied by express consent of the individual involved, would count as an offence. The new law will be inspired in part by a similar idea recently introduced in Sweden.

Ministers have been driven to recommend the change after the controversial sentence, currently being appealed, of five men on the lesser count of sexual abuse against a woman at the San Fermín festival in Pamplona two years ago. They had been accused of rape.

Currently the law is vaguer over when consent is or is not given.
