The suspension of the new urban planning law for Andalucía has dashed the expectations of mayors in the Axarquía area who were hoping to be able to resolve the problem of the more than 20,000 homes built illegally on rustic land in the past 30 years. These account for about half of the total of such buildings in Malaga province. In Andalucía as a whole, there are believed to be around 300,000.

"It is very sad that this has happened. The LISTA would have given an economic boost to small and medium-sized municipalities and investment projects would have become much simpler," said Patricia Navarro, the Malaga delegate for the Junta de Andalucía.

The mayor of Vélez-Málaga, Antonio Moreno Ferrer, said a lot of hopes were resting on this law. "Urban development has now come to a halt because there are no guarantees or legal certainty. It will be difficult to attract investors to Andalucía or for existing plans to go ahead," he said.
