Rincón de la Victoria town hall is having to consider extending the deadline for dog owners to provide DNA samples of their pets as only five per cent of the dog population's details are currently on record.
The local law was announced early in 2017 as a means to fine owners who do not clean up after their dogs in the town, with the initial deadline being extended to 24 September.
However, the town hall said that a disastrous information campaign has made little difference to the number of dogs being registered and the council is now considering extending the deadline for many more months.
Malaga city has similar problems with just 6,900 out of 100,000 dogs registered with a deadline of 31 October.
